Adds GitGuardian ggshield CI for push and pull_request secret scanning.
Important: this workflow requires an organization or repository Actions secret named
GITGUARDIAN_API_KEYbefore it will pass. Branch protection should be enabled only after that secret is configured and the first runs pass.
