Standardize: Apache 2.0 license, concise README, bot/ with ENTRY + policies, single-source-of-truth for all rules.

Idea: ✅ Good direction. Consolidating bot policies into bot/, adding LICENSE + CONTRIBUTING, and trimming the README are all welcome.

Requesting changes on two items:

  1. bot/iterations/current.md not updated for this iteration. The file was renamed but still contains M110 SGLang content. Per REVIEW_POLICY: every PR must update this file describing what was done.

  2. README content removed without relocation. The old README had ~150 lines of valuable docs (feature tables, benchmark data format, programmatic API, configuration). These were deleted, not moved to docs/guide.md or elsewhere. If the intent is a concise README, the detailed content should live somewhere — otherwise this is content loss, not restructuring.

Please fix both and push.
