Add Appendix I for wolfSM (ShangMi) Documentation

This PR adds a new appendix (Appendix I) to the wolfSSL manual to document the wolfSM (ShangMi) cryptographic algorithms, based on the content from the wolfSM repository README.

Changes

• Created new appendix09.md file with comprehensive documentation about wolfSM
• Added installation instructions for getting and installing wolfSM
• Added building and testing instructions
• Updated Makefile to include the new appendix
• Updated mkdocs.yml and mkdocs-ja.yml to add the new appendix to the navigation
