Grammar fixes in /src/index.ts
For the past 2+ years, no change to the /src folder did anything to the command line tool since /dist was in the .gitinore file, and /dist is used by `npx create-webpack-application` and `yarn create webpack-application` Also removed the lock files from the .gitignore since the point of them is to be in git history to make sure everyone has the same versions. https://stackoverflow.com/q/44552348/12101554
