Updated Docker build and push commands to include 'latest' tag and push all tags.
Renamed sync-migrations job to sync-bootstrap and updated steps to sync bootstrap files instead of migrations. Adjusted job dependencies and added migration and application deployment steps.
Removed 'feat/cd' branch from deployment triggers.
