Summary

switch the guarded js-bazel package lane from hosted to repo-owned runner mode
read the Tinyland capability labels from PRIMARY_LINUX_RUNNER_LABELS_JSON
keep npm publishing disabled and GitHub Packages dry-run behavior unchanged
