i18n: resync zh_CN catalogs with guidebook build fixes (#6)#10

Bump the guidebook submodule to main (build remediation) and update the zh_CN .po files to match the English source changes made there: - Cross-reference paths: update stale link targets in translations to match the corrected relative paths (e.g. getting-started/community-101.md → community-101.md, cross-dir links gain ../), and point the merged-chapter references at building-a-strategy.md. - Footnotes: clear the `#, fuzzy` flags on translations that only went fuzzy because the English dropped the duplicate (#user-content-fn-N) links; the Chinese already used clean [^N] footnotes. - Redirects (Category 5): update external URLs in translations to the new targets (kubernetes.io https, peps.python.org, mentorship.guide, handbook.gitlab.com, kubernetes .../tree/main, credit.niso.org https, etc.). - Drop the dead Deloitte link markup in one paragraph to match the English, which removed it. Result: English and zh_CN both build with 0 warnings; no suppressed (fuzzy) translations remain; catalog update is idempotent (CI git diff passes). Refs #6.

Final production-side piece of #6: sync the Chinese translations with the build fixes the guidebook maintainer landed (Categories 1, 2, 3, 5).

sphinx-intl update+ normalize produces no drift, so CI'sgit diff --exit-code -- localespassesOne footnote citation (the WHO website reference, whose URL changed) is left untranslated and therefore renders in English, consistent with the existing convention of keeping bibliography citations in English.
Once this merges, #6 can be closed.
