The global identity service is a central and global service managing unique IDs for natural persons based on hashes of personal identification data. This is required for the identification. Further, this service assigns every unique ID to a region. However, the service has not a single clue which natural person belongs to which hash and which unique ID. This service is private. Its data is not published. Also the service itself is only available to authenticated identity service offices as they have to sign requests using their private key.
