Make pkg. version req. less strict

When loading Tbcload with Tcl 9.0.3 I get the error:

version conflict for package "Tcl": have 9.0.3, need exactly 9.0
    while executing
"load {} Tbcload"
    ("package ifneeded tbcload 2.0a0" script)
    invoked from within
"package require tbcload"

This change allows patches to increment.
