RL8 requires an older version of Ansible to work. Adding a separate requirements file and updatings docs to build the RL8 images.
Sometimes the reboot task would hang with some SSH error. Changing the reboot task this way seems more reliable. We were only seeing it get stuck on Ubuntuy 22 but the new change has been checked against other OS's and is working

Ubuntu 22 is getting stuck when rebooting. This used to be intermittent but is not consistently not working. Changing the reboot task seems to fix it.
The ansible version was updated in #144 for K8s but this broke RL8. So I have added a separate RL8 requirements.txt file to build Rocky 8.
