This PR adds support for symbolic _content propagation in TF/XLA behind a new flag, tf_xla_enable_symbolic_content.
When enabled, tf2xla preserves symbolic shape-like metadata, carries it across cluster boundaries as _constant_contents, and keeps the decluster behavior needed to avoid breaking that symbolic chain before lowering.
