The anthropics/claude-code-action@v1 step authenticates via GitHub OIDC, which requires id-token: write. Without it the action fails with "Could not fetch an OIDC token." Co-Authored-By: Claude Opus 4.8 (1M context) <noreply@anthropic.com>
