Introduce optional codec callback
propagated_options(PreviousHeader, options()) -> options().which can pick up options from the earlier layer, and merge with the user defined options.Also alias some protocols to propagate options. for example if user specifies options for
sccpit should also be included when callingsccp_mgmt.
