Prepares the CRAN release v3.53.3 (equivalent of
fledge::plan_release("next")).The vendored development version was ahead of the version on CRAN (
3.53.2), and the bundled SQLite engine has been upgraded to 3.53.3 (#761), so the next patch release is in order.What this does
