This change fixes the build failures encountered after the initial Bzlmod migration. It addresses strict globbing errors by allowing empty matches and resolves duplicate artifact warnings.

- Enable `allow_empty = True` for globs in setupcompat.BUILD and setupdesign.BUILD to prevent build failures on missing files.
- Remove duplicate `android-all` artifact from MODULE.bazel.

- Add android-all jars to MODULE.bazel for Robolectric.
