- Enable `allow_empty = True` for globs in setupcompat.BUILD and setupdesign.BUILD to prevent build failures on missing files. - Remove duplicate `android-all` artifact from MODULE.bazel. - Remove outdated `idl_import_root` in setupcompat BUILD file. - Add android-all jars to MODULE.bazel for Robolectric.
