Add meeting series MCP tools

Summary

• add meeting_series/local_date fields for transcripts, including D1 indexes and known HTS backfills for 2026-04-21, 2026-04-22, and 2026-04-27
• infer HTS metadata on new Bluedot transcript/summary ingestion from Leadership Team Daily Sync / HTS Meet titles and Bluedot createdAt
• add list_meetings and list_commitments MCP tools so recurring meeting/date questions do not have to rely on semantic search
• call out backfilled meetings with raw transcript text but no extracted action items instead of silently saying there are no commitments
• update MCP docs and bump the app/server version to 0.6.0

Notes

• I did not hard-code the 2026-04-28 HTS row because the current D1 rows I inspected did not expose a safe matching video_id. New incoming Leadership Team Daily Sync calls will be tagged automatically.
• The main deploy workflow already applies D1 migrations before deploying the Worker.
