Update outdated bomb usage message#435

The bomb usage message used to incorrectly state that the bomb detonates when a crowd gathers. The actual mechanic is that it detonates when chat slows down after users have accumulated. This commit updates the message in internal/itemhandler/bomb.go to correctly state this, and removes the task from docs/issues/todo.txt.
