Starting with OpenHPC 3.5, docs-ohpc is only built for EL_9. Copy the noarch RPM to Leap_15 and openEuler_22.03 trees so it is available on all distributions, matching the existing behavior for 4.1+ which copies from EL_10 to openEuler_24.03.
