feat: add Polkadot faucet UI with reusable FaucetCard component - Created a new page at /faucet to display Polkadot faucet UI - Reused the FaucetCard component from components/ui to maintain design consistency - Added a navigation button on the homepage to link to the faucet page - Ensured the layout matches the existing design system and component structure This sets up the base UI for users to request testnet tokens using DOT UI. No backend logic or API integration included yet.
