docs: add WIP project status badge to README#83

Aligns the repostatus signal with the Python, TypeScript, and demos READMEs, which already display a Work-in-Progress badge. Every OpenDecree repo is alpha, so WIP is the honest, consistent maturity indicator. Co-Authored-By: Claude <noreply@anthropic.com> Refs opendecree/decree#906
