feat: add scroll to top button on home page

Description

Added a "Scroll to Top" button on the home page that appears after scrolling 300px and smoothly scrolls back to top on click.

• Added scroll to top button HTML in home.html
• Added CSS for button styling and animation in home.css
• Added JavaScript scroll logic in home.js
