Read in schema from local CMF

[turnerm]

• added temporary cmf to plugins (so that it gets copied over with the rest of the code)
• gets the schema from the layer_properties file
• still need to connect the schema mapping methods to the schema files (to get the target column names, instead of using the key values of config.yaml)
• not sure how to avoid hard-coding the output filename properties names in config.yaml...
