Update publish action

[Zio-4]

• Updating the publish action to publish to NPM and submit a PR on the dashboard.
• Deleting unused Firebase folder from ROAR.

The publish action will happen through the trusted publishers' flow: https://docs.npmjs.com/trusted-publishers#supported-cicd-providers
