docs: add .env.example for contributor setup

Currently new contributors have to hunt through the README to find all
required environment variables. This adds a .env.example template with
all variables pre-filled with their defaults, making local setup faster
and reducing contributor friction.

Part of improving contributor ergonomics for kubeflow/docs-agent.
