Fix SyntaxError in renderResults, var shadowing, catch block, and clearFiltersBtn

Summary

• Fix duplicate if-block in renderResults causing SyntaxError
• Remove var redeclaration inside syncSkillsHiddenInput (fixes Bug: Variable shadowing in syncSkillsHiddenInput causes skills hidden input to not update correctly #616)
• Add error message display in catch block (fixes Bug: Network errors in recommendation form fail silently with no user feedback #614)
• Remove duplicate payload in catch block
• Hide results-section on clear filters (fixes [Bug]: "Clear Filters" button does not remove previous project recommendations from the UI #627)
• Sort GitHub API repos by stars (fixes Bug: GitHub import fetches recently updated repos instead of top starred repos #620)
