Fixed in 7d4d6bc: I rolled back the lockfile’s @typescript-eslint/* entries from 8.59.4 to 8.59.3, which resolves the pnpm install minimumReleaseAge policy failure that was breaking the build.

Addressed in a215db1: I restored the lockfile to @typescript-eslint/* and typescript-eslint 8.59.4, and added .npmrc minimum-release-age-exclude=@typescript-eslint/*,typescript-eslint so CI install can pass without rolling back the update.
