Add /sc command for screen recording#3

Adds a /sc command to the Discord bot to start a screen recording. A corresponding /sc_stop command is also added to stop the recording and upload the file to the channel. The implementation uses the ScreenRecorderLib NuGet package to handle the screen recording. The recording state is managed on a per-channel basis to prevent race conditions. The slash commands are implemented using the DSharpPlus.SlashCommands framework. Error handling and interaction timeouts are handled gracefully.
