Add a collect-proposed-decisions.sh script and update SKILL.md instructions so /dld-snapshot includes proposed decisions in both SNAPSHOT.md (separate "Proposed Decisions" section at bottom) and OVERVIEW.md (separate "Planned Direction" section in future tense).
