Patch bump landing the remaining pl-dfb5 papercuts: seeds-plan read endpoint + populated plan selector, and the standardized responsive contract across all pages. Bumps package.json + src/index.ts VERSION, moves CHANGELOG [Unreleased] items into [0.9.3], and regenerates docs/openapi.yaml (version embed).
