Default-OFF kill-switch env-flag parser harmonization (plan pl-aff2):
WARREN_SCHEDULER_DISABLED and WARREN_PLAN_RUN_DISABLED now use the
documented 1/true/yes/on allow-list instead of a deny-list.

Closes warren-b79f.
