build: migrate to a rebar project

This PR migrates the repository to follow the rebar3 expected structure.

Notes:

• The CI does not pass as it expects the assignments to be completed. The idea is that a person that forks the repo will look for the CI to turn green.
• The testing tools used are proper and eunit.
