Genera peru_departamentos.geojson (25 deptos, 286 KB) desde los KMZ de sectores estadisticos (KMZ SAC 2025-2026, disueltos por departamento y simplificados a ~800m). Script: escenario_el_nino_2026_2027/construir_geojson.py (los KMZ pesan 37MB y NO van al repo; si el GeoJSON liviano). Activa el mapa de siniestralidad por departamento en la pagina Escenario El Nino (la geografia degradaba a barras+tabla por falta de geometria) y tambien habilita el choropleth de gen_mapa_coropleta que estaba inactivo. Match de nombres verificado: los 24 deptos del escenario cuadran con NOMBDEP del geojson (sobra Callao, sin agricultura). Render con AppTest: 0 excepciones, choropleth presente.
