Operations is mainly used for editing prow infra; should we remove this or just expand the list?

I do think that they serve fairly different roles I'll probably join, but IDK if a group of 4 people is large enough to warrant its own group

Per the "Refreshing Istio Governance" doc, merge Environments into UX and remove operations. Holding in draft until I can clean up the rest of the repos
