- Corrige o relatório de matérias em tramitação para apresentar o nome do relator da matéria, caso exista. issue interlegis#3570
- Corrige bug onde o template de votação/leitura exibia sempre o último turno da tramitação da matéria. - Agora, o turno exibido é o vigente na inclusão da matéria na Ordem do Dia, usando a propriedade turno_vigente. - Ajuste nos templates para usar o.turno_vigente em vez de o.materia.tramitacao_set.first.turno. Closes interlegis#3570

fix(ordem-dia): exibe turno correto na inclusão da matéria

Motivação e Contexto
A exibição do turno nas Ordens do Dia estava incorreta, pois sempre mostrava o último turno da tramitação da matéria, mesmo para registros passados. Com esta correção, o sistema passa a exibir o turno vigente no momento da inclusão da matéria na Ordem do Dia, preservando o histórico correto.
