Addresses inquid/github-chat#1.

Summary:

runs the extension on all github.com pages
adds a lower-right chat toggle and dismissible panel
stores page-specific chat messages locally in the browser
documents the chat panel behavior in the README

Validation:

node --check content-script.js
node --check background.js
parsed manifest.json with Node JSON.parse
