Add a configuration option: use_trac_id. If set, check the git-svn-id lines set in a Subversion import, in order to make the revision links in the Trac repository point to the correct, imported location.
`fullrev` calls "svn_rev_to_sha", so the rev should be a full SHA1 hash already.

Background: I'm migrating a svn repository to git, and people don't want the links to the old svn revision numbers to break. This version adds a configuration option:
