feat: add Jetson evidence markdown reports

Summary

• Added report-only CLI modes for Jetson evidence Markdown summaries.
• Added a 15W/25W-style power-mode comparison Markdown report from Runtime result JSON fixtures.
• Documented the Runtime-side Jetson evidence report workflow.

• No TensorRT INT8 calibration, production SaaS, DB, queue, auth, or upload behavior was added.
• InferEdgeLab remains the deployment decision owner.
