What does this change?
Moves whisperx to the latest version - note this pipfile is only used when running locally - in CODE/PROD we prebake whisperx into the AMI. Now that we've got the latest version of whisperx working there in guardian/amigo#1790 we should update our local environment accordingly
I am hoping this might clear up a few dependency vulnerabilities at the same time
