What does this change?
Following from #1810 this removes unattended-upgrades entirely, as I think systemd just restarts it otherwise. I had a 'lucky run' when I tested that one, then the next time it failed.
I think this is fine, we don't rely on unattended-upgrades, we update the entire AMI instead
