Adds _set_prior_elapse_from_checkpoints() to CheckpointMonitor to scan pre-existing checkpoint files and sum per-example agent time into prior_elapse, so the summary badge correctly reflects total agent processing time across preempted runs. PiperOrigin-RevId: 873042831
