Note: GnuCOBOL 3.2 is not binary compatible to 1.1 (needs a recompile of all generated modules + relink of libcob from external programs) and switched the license to GNU public licenses in version 3+.

Also note that this is untested as I don't run Gobo - but the heavily outdated version 1.1 has CVEs and other bugs, so I wanted to at least prepare this PR.
