ci: Remove weekly npm update to Dependabot

Reverts #5028

Remarks

I added #5028 too hasty.
We cancelled #5026 and #5024, which would have added a package.json, but this approach had some security and stability concerns.

Instead, we did #5032.
And will run via #4793.
