Steps

1. Make icons with a painting software (e.g. CorelDraw)
2. Create a .bat that closes itself when opened

3. Download Bat To Exe Converter and convert .bat to .exe
4. Save your .exe to a proper directory
5. Drag your .exe to taskbar and enjoy
