As discussed in #1367. This PR helps keep things clean and improve repository metrics such as "average time to close a PR", which is tracked by LFX and GitHub to measure project health.

@06kellyjac Let me know if this is acceptable! Just looking to reduce maintenance burden as well as optimize repository metrics a bit. Perhaps the experimental packages could be moved into their own repos? That way, we can keep the automation without the negatives 🙂
