Add a "What's new in 0.2.0" section to both package READMEs so the npm and Packagist landing pages surface the new formats (TOML, CSV/TSV) and the schema-validation layer. Ships the 0.2.x README updates to the registries as a patch. Release-As: 0.2.1

Release-As: 0.2.1so release-please cuts a patch that ships the updated READMEs to npm and Packagist. Touches the package paths so release-please associates the release with both components.
