- Update CMake minimum version to 3.16.3 (Ubuntu FF)
- Update internal editline library
- Fix FindEditline.cmake so that it can actually find libreadline when requested
Also made the module more readable.

@jonnymind Hi, part of this pr is needed to fix the build of your project on nixpkgs (cmake4 compatibility). Since it has stayed without update for 2 years without @astrorigin answer, i wanted to know if you would be interested in me opening a new pr for it.
