COVPN-97: client: allow custom wintun.dll filename

Description

Adds a wintun_file parameter to lightway-client that allows users to use a custom wintun.dll.

Also changes Interface Details log to print as Display to remove the double quotes.

Motivation and Context

By default, tun-rs looks for wintun.dll. It is not possible to use a different wintun DLL with lightway. Since tun-rs exposes this feature, we expose this as well.
