EPSG:32661 is a stereographic projection (see: http://spatialreference.org/ref/epsg/wgs-84-ups-north/proj4js/). It requires a true_scale_latitude AND scaling_factor hence the addition of scaling_factor as an argument in the Stereographic projection.
