Ruby 3.2.2 alpine3.18, Jekyll v4.3.2

This PR updates:

• base_image from ruby:3.1.1-alpine3.15 to ruby:3.2.2-alpine3.18.
• jekyll version from 4.2.2 to 4.3.2.
• GitHub Actions CI with ruby/setup-ruby@v1 and docker/login-action@v2.

This PR attempts to fix:

• Is this project dead??? #364
• Alpine 3.15 is not supported by sass-embedded. Please upgrade to Alpine 3.18 #363
• Move away from Alpine base image #353
• Please update the base image #351
• Update to Jekyll 4.3.1 #346

As a workaround I've pushed to Docker Hub an updated version for jekyll/builder image:

I'm not sure this is picking up Jekyll 4.3.2, I just tried the image from dockerhub and still see 4.2.2.

This was my mistake, I hadn't cleaned my Gemfile.lock.
