We were using an azure specific way to detect if the build is running localy or on CI. This PR replaces that brittle implementation in favor of Cake build-in way to detect that. This should prevent the backup/restore commit meant for local builds from happening. This issue explains why gitversion was not behaving the way we would expect due to that extra commit in CI.
